He told BBC Radio Merseyside: "He has to take credit for the way he gets a reaction from his troops.
"Seventh is excellent for Everton for where they're at and the issues they've gone through."
Jackson won an FA Cup winners medal with the Blues in 1995, and is full of praise for the work Moyes has done at Goodison Park.
"It's an unbelievable job he's done and it must be really frustrating to look at a list of players who are available year on year and think you can't compete for any of them."
Jackson says finding further financial investment is vital for all clubs in order to be able to compete for European places and silverware.
"You have to constantly strengthen your squad because other people are moving away from you or catching you up so you can't stand still at any point."
"Obviously that takes a lot of money to do. David Moyes has made some great acquisitions but they are going to have to shake the squad to be competitive."
