Neville was forced to sit out the 4-1 Barclays Premier League loss at Goodison Park on Saturday with a knee injury.
Everton trailed 2-1 at half-time but their hopes of mounting a comeback were ended when Mikel Arteta was sent off for stamping on Gonzalo Jara.
Jagielka said: "I don't think he'd have been able to carry the whole team but he's our captain, our leader.
"One person doesn't make a team but if he had played maybe we could have got through the bad spells a bit easier."
