David Moyes' men have taken just one point from the last nine available to sit 16th in the table, just two points above the drop zone, and were humiliated 4-1 at home by West Brom on Saturday.
Fellaini missed that defeat, as well as the draw at Sunderland and loss to Arsenal which preceded it, through suspension but is back in contention for the trip to the out-of-form champions.
"It is hard to watch your team lose knowing you can't help," the Belgian told Everton's official website. "It is hard at the moment because we haven't got enough points but we start again at Chelsea and hopefully we can get something there.
"The players are angry because of Saturday. We are angry because we lost at home. We want to go to Chelsea now and get at least a point, hopefully all three."
