So far this season Mr Webb has taken charge of 27 league games, issuing 100 yellow and 4 red cards.
This will be his first Portsmouth game of the season but he has refereed two Everton games during 2006/07.
And, good news for the Blues, Everton are yet to be beaten with Mr Webb in charge this season.
He refereed Everton's 2-0 win at Wigan, booking Yobo, and the 1-1 draw at Aston Villla when Vaughan, Arteta and Lescott all found their way into his notebook.
He has refereed seven Everton games in the last three seasons and the Blues have won four, drawn one, lost two and have had nine players booked.
He has officiated in five Portsmouth games in that period and Pompey have drawn one, lost four and have had six players booked.
So, whisper it, the initial signs look good for an Everton win!
